Abstract

Participatory Budgeting (PB) is a practice built on the precepts of deepening democracy and spatial justice, which emerged in Brazil at the end of the 1980s. As such, PB spread throughout the country and the world, at first as a banner for the possibility of reinventing democracy beyond the limitations of the liberal model. However, some political processes caused this instrument to change, as it spread around the world, while at the same time losing strength and effectiveness in Brazil. This work is dedicated to promoting reflections on the processes of expansion and decay of the PB in Brazil and around the world, as well as the possibilities of rethinking this instrument from a popular and democratic conception anchored in the Global South.

Henrique Dias Porto, Universidade Federal de Minas Gerais, Programa de Pós-graduação em Arquitetura e Urbanismo, Belo Horizonte, MG, Brazil

Architect and urban planner from the Universidade Federal de Minas Gerais (UFMG) and currently undertaking a master's degree on the Postgraduate Program in Architecture and Urbanism at the same institution (NPGAU). He is also a researcher at the Projeto Cartografia do Orçamento Participativo and the Geopolítica e Planejamento Territorial research group.

Natacha Rena, Universidade Federal de Minas Gerais, Departamento de Análise Crítica e Histórica da Arquitetura e do Urbanismo, Belo Horizonte, MG, Brazil

Professor at the Department of Critical and Historical Analysis of Architecture and Urbanism (ACR) and on the PACPS and NPGAU Postgraduate Programs at the School of Architecture at the Universidade Federal de Minas Gerais (UFMG). She holds a master’s degree in architecture and urbanism from this institution and a doctorate in Communication and Semiotics from the Pontifícia Universidade Católica de São Paulo (PUC-SP). She is the coordinator of the Cartografia do Orçamento Participativo research project, of the MAPAS innovation research project – mapping, prognosis, analysis and socio-environmental actions – and leader of the Geopolítica e Planejamento Territorial research group.
