“Deus criou o mundo, mas os holandeses fizeram a Holanda”: a política urbana holandesa e os impactos recentes da globalização

Conhecida na literatura acadêmica internacional como o “paraíso dos planejadores”, a Holanda apresentava um dos sistemas de planejamento territorial e de política urbana mais avançados do mundo até recentemente. As transformações advindas da globalização econômica e da influência do ideário neoliberal têm colocado em xeque essa situação, causando as primeiras “rachaduras no espelho”. O presente trabalho procura analisar a evolução do planejamento territorial e da política urbana nesse país, com ênfase nos últimos cinquenta anos. Em primeiro lugar será analisado o contexto sociocultural que permitiu o processo de construção territorial do país. Posteriormente será analisada a evolução do sistema de planejamento territorial e da política urbana dentro desse contexto. Por fim, serão avaliadas as transformações desse paradigma em virtude da adoção do ideário neoliberal e os impactos resultantes da crise econômica de 2008.
